Climate challenges require global solutions. One of the greatest challenges is to help countries transform their economies to pursue sustainable economic growth, whilst minimising greenhouse gas emissions, and adapting to the impacts of climate change. In response to this challenge, the Green Climate Fund was created to catalyse climate finance, both public and private, at the international and national levels for climate mitigation and adaptation efforts in the developing world. Now in its start-up phase, the Fund and its 24 member board from developed and developing countries are examining how it will be truly transformative in its approach to the delivery and financing of climate action, and which structures and safeguards will ensure it is transparent, innovative, accountable and socially responsible.
The Green Climate Fund (GCF) is expected to be one of a range of funding channels to deliver on the long-term climate finance goal to mobilize US$100 billion per annum in climate finance by 2020 from a range of sources, both public and private. Designing a new and ambitious multilateral fund is a complex, detailed and exciting task. If the fund is designed effectively with clear objectives and focused results, it has the potential to channel a significant proportion of international climate change finance. Given that existing climate finance mechanisms and institutions do not allow for a real transformational change, the GCF can be an important element of global and national transformational processes and support shifts towards low-emission and climate resilient economic and development pathways.
Bio
Richard Sherman serves as a technical advisor for SouthSouthNorth on multilateral environmental agreements, international environmental governance, climate change and sustainable development. He is a member of the Government of South Africa’s Official Negotiating Delegation to the United Nations Framework Convention on Climate Change between 1998-2001, and from 2009 to date where he focuses on issues relation to climate finance and governance. He is currently the Advisor to the South African Board member of the Green Climate Fund, who also served as the Board’s first Co-Chair (2012-on going) and is the convener of the African Group of Negotiators Finance Working Group (2012-on going).
